Noomen Lahimer is a researcher and practitioner specializing in economics, entrepreneurship, and innovation, with extensive experience in academic research, startup creation and growth, strategic consultancy, and international development projects.
After a Phd in Economics at Université Paris Dauphine, focused on FDI & Poverty reduction in Sub-Saharn Africa, he joined first the ISG of Bizerte and than MSB as Discipline Lead in Economics. He contributed to curriculum development and played a key role in setting up and structuring economics programs before expanding his expertise into entrepreneurship. He led the development of entrepreneurship curricula, recruited teams, and designed university programs.
Currently, Noomen is the Co-Head of the SMU University Incubator, Discipline Lead of Entrepreneurship & Lead on the ATL Entrepreneurship and Incubation. He directs a six-month incubation program supporting early-stage startups through certified workshops, mentorship, investor matchmaking, and business development activities. His work focuses on scalable startups, CSR-oriented ventures, and spinoffs, particularly in MENA & Africa, where hybrid models offer new opportunities for upskilling and market growth.
He is also the Founder of Evey Technologies, a platform driving innovation in upskilling events, leveraging network effects and hybrid models to connect organizers, trainers, and learners.
Noomen's consultancy experience is extensive. He founded N Cube Consulting, providing creative strategic planning for NGOs and international organizations such as GIZ, UNDP, and ADDCI. At UNDP, he served as Cluster Lead, spearheading the development of Tunisia’s National Entrepreneurship Strategy in collaboration with the Ministry of Employment.
His academic research focuses on platform economics, network effects, and Startups business models, while his teaching includes courses on entrepreneurship, design thinking, and Economics of platforms. He introduced behavioral economics as a human-centered way of thinking, which he has incorporated into design thinking courses & workshops for divers audiences : master degree, professionals in government, private sector, and civil society.
